根据省教厅要求属地化管理的原则，按照宜昌和西陵区疫情防控指挥部相关精神，经请示学校疫情防控工作领导小组同意，在严格落实防控措施基础上，决定对留学生公寓实行有序出入，现通告如下：
According to the instructions and policies of higher authorities, with permission of CTGU committee of epidemic prevention and control, international student’s dormitory shall adopt Restricted Entry and Exit Management on the basis of strict implementation of management measures. Hereby it is notified:
一、凭“公寓通行证”出入。学生在留学生公寓楼栋值班处登记、测温正常后放行；在规定内时间内登记、测体温正常后进入公寓。“公寓通行证”返回时归还至值班处。
One.No exit or entry without a PASS. Students leave the dormitory after registration and checking temperature. Students return within stipulated time after registration and checking temperature. The PASS shall be handed in when returning.
二、留学生公寓三栋错开通行时间，轮流在8:00-12:00、12:00-15:00、15:00-18:00三个时间段开放。（详情见时间安排表）
Two.The 3 buildings shall issue the PASS in staggered periods (i.e. the buildings won’t be open simultaneously). The periods are 8:00 to 12:00, 12:00 to 15:00, and 15:00 to 18:00. The three buildings take turns to open in the three periods.(see the table below for details)
三、每个时间段放行学生人数不超过该楼栋学生总数的1/2；每人每隔1天进出一次。
Three.In each period no more than half of the residing students shall be issued the PASS. Each student can go out once every other day.
四、出行范围仅限校园内，可步行或购物，严禁离开学校，严禁使用或乘坐摩托车等交通工具。
Four.The range to roam is restricted to the campus, for walking or shopping. Leaving the campus, driving or taking an e-bike is forbidden.
五、出入校园特定卡口区域时，公寓住宿学生出示“公寓通行证”和学生证，校外住宿学生出示社区开具的健康证明和学生证，可允许通行。
Five.When going through security check points, students (from dormitory) should present the PASS and student ID. Students (living outside) should present HEALTH CERTIFICATE (which your community issues) and student ID.
六、外出时必须正确佩戴口罩，禁止人群聚集（相互之间保持一米以上的间距）。
Six.Students should always wear masks in public places and mustn’t gather. (A distance of over a meter between people is advisable.)
七、不按时返回公寓、私自离开校园范围、擅自使用摩托车等交通工具，或其他不当行者（聚集、饮酒、闹事等），学校将在有序开放期间，彻底取消该生出入公寓的资格，并由学院予以处罚。
Seven.Returning late, leaving the campus, using e-bikes, and other misbehaviors (gathering, drinking alcohol, creating disputes) shall be punished and lead to disqualification of PASS throughout the epidemic control periods.
八、本通告自2020年3月20日08时起执行。
Eight.This notice takes effect at 8:00am，March 20, 2020.
