九家外国公司提交了发射卫星的提案

加德满都,1月12日讯:九家外国公司向尼泊尔电信管理局(NTA)提交了发射卫星的提案。尼泊尔电信管理局于12月8日发布公告,向有意向的公司寻求意向书(EOI)。电信监管机构已要求意向书推进地面卫星安装的监管和安全程序、法律结构、框架、业务结构、技术要求和投标文件的编制。


根据尼泊尔电信管理局,来自中国的北京航天钥匙技术有限公司;来自法国的欧洲咨询公司;来自印度的首席毕马威保险和咨询服务有限责任伙伴公司;来自美国的国际空间伙伴公司;来自迪拜的S3电信公司;来自新加坡的天际咨询服务私人有限公司;德国的太空科技公司已经提交了安装卫星的意向书。与此同时,来自英国的两家公司,伦敦经济有限公司和基斯佩(Kispe)航天系统有限公司也提交了意向书。

Nineforeign companies have submitted proposals to Nepal TelecommunicationsAuthority (NTA) for the installation of satellite. Issuing a notice on December8, NTA had sought expressions of interest (EoIs) from interested companies. Thetelecom regulator had sought the EoIs to take forward the processes ofregulation and security of ground satellite installation, legal structure,framework, business structure, technical requirements and preparation of bid documents.


Accordingto NTA, Beijing SpaceKey Technology Co Ltd from China; Euroconsult from France;KPMG-ARGO (JV)/ Lead KPMG Assurance and Consulting Services LLP from India;Space Partnership International from USA; S3tel Inc from Dubai; Celestial ConsultingServices Pte Ltd from Singapore; and SpaceTec Partners from Germany havesubmitted EoIs for the installation of satellite. Meanwhile, two companies fromUK, London Economics Ltd and Kispe Space Systems Ltd have also submitted theEoIs.


Accordingto Min Prasad Aryal, spokesperson for NTA, the firm will be selected on thebasis of competition from among the consultants that have submitted theexpressions of interest and the company will carry out the basic work relatedto the installation of the satellite. The government is planning to set up itsown satellite as the use of foreign satellites is sensitive to the nationalsecurity of the country.


Onthe basis of the recently drafted Satellite Policy, 2020 for the establishmentof ground satellite, NTA is preparing to launch its own satellite. Theexpressions of interest will be evaluated on the basis of 40 per centqualification, 50 per cent experience and 10 per cent ability, according toAryal. Only companies shortlisted on the basis of evaluation of the expressionsof interest will be allowed to submit technical and financial proposals.


Similarly,a separate organisation will be selected for the launch and operation of thesatellite in the second phase, Aryal said. Earlier, NTA had cancelled all theprocurement processes and expressions of interest by issuing a notice onDecember 8. Despite having the orbital slots allocated by the InternationalTelecommunication Union since 1984, the government has failed to utilise thefixed satellite service (FSS) capacity so far. Orbital slots refer to thelocation where satellites are placed and Nepal has been assigned 50 degree eastand 123.3 degree east orbital slots for its satellites.
